EMERGENCY ORDER REGARDING SUMP PUMPS IN EFFECT

MUNICIPALITY OF ROBLIN
EMERGENCY ORDER

WHEREAS the Municipality of Roblin declared a State of Local Emergency on June 9, 2026, in response to flooding, excessive groundwater, infrastructure impacts, and related threats to persons and property within the Municipality;
AND WHEREAS the State of Local Emergency remains in effect pursuant to an extension authorized by the Minister;
AND WHEREAS the Municipality's sanitary sewer system and sewage lift stations are experiencing elevated inflow and operating demands as a result of the emergency;
AND WHEREAS the discharge of water from sump pumps, foundation drainage systems, weeping tiles, or similar equipment into the Municipal Sanitary Sewer System places additional and unnecessary demands on the system and may contribute to sewer backups, infrastructure failure, property damage, and risks to public health and safety;
AND WHEREAS subsection 12(1) of The Emergency Measures Act authorizes a local authority, during a State of Local Emergency, to issue an order requiring any person to do everything necessary to prevent or limit loss of life and damage to property or the environment;

NOW THEREFORE, PURSUANT TO SUBSECTION 12(1) OF THE EMERGENCY MEASURES ACT, IT IS HEREBY ORDERED THAT:

  1. Effective immediately, no owner, occupant or person responsible for a property within the urban community of Roblin shall permit a sump pump to discharge, either directly or indirectly, into the Municipal Sanitary Sewer System.
  2. Every owner, occupant or person responsible for a property having a sump pump connected to or discharging into the Municipal Sanitary Sewer System shall immediately disconnect the sump pump from the Municipal Sanitary Sewer System and redirect its discharge to a location where the discharged water cannot enter, flow into, drain into, or otherwise be returned to the Municipal Sanitary Sewer System, whether directly or indirectly.
  3. The Designated Officer and any other person authorized by the Chief Administrative Officer are authorized to:

(a)  communicate and administer this Order;

(b)  investigate suspected non-compliance;

(c)  provide directions reasonably necessary to obtain compliance; and

(d)  take all reasonable steps necessary to enforce this Order and exercise any action, power or remedy available to the Municipality under The Emergency Measures Act, any other applicable enactment, or any Municipal By-law.

  1. This Order applies notwithstanding any prior permission, arrangement, or practice that may have permitted a sump pump to discharge into the Municipal Sanitary Sewer System.
  2. This Order remains in effect until it is rescinded by Council or until the State of Local Emergency affecting the Municipality is terminated or expires, whichever occurs first.
  3. Notice of this Order shall be communicated by any appropriate means, including publication on the Municipality's website, social media accounts, and emergency notification system.

WATER RESTRICTIONS REMAIN REMAIN IN EFFECT

The Municipality is once again falling behind at the lift stations. Although conditions may appear normal at the surface, they are not; significant groundwater continues to enter the sanitary sewer system and is placing extreme pressure on municipal infrastructure.

Residents are asked to reduce water use wherever reasonably possible, including laundry, long showers, dishwashing, and other non-essential water use. We understand that conserving water is challenging, but every reduction helps prevent sewer backups and system failures.

Sump pumps and groundwater must not discharge into the sanitary sewer system. If your sump pump is connected to the sewer, disconnect and redirect it immediately to a location where the water cannot flow back into the sanitary sewer system.

Free sump-pump discharge hose is available at the Municipal Office. If you need hose, please ask. If you need assistance determining how to properly reroute your sump pump, please contact the Municipal Office.

The Municipality of Roblin is asking residents to report any flood-related damage to private property resulting from the recent flooding event.

Get involved in a variety of community recreation programs!

The Roblin Recreation Program strives to create a wide variety of recreation and wellness opportunities that help promote a healthy and happy community.  The following programs are ongoing or seasonal and are a great way to get involved in the community in a fun, non-competitive environment!

 

Pickleball

Held every Tuesday & Thursday evening from 7:00 - 9:00 pm.  From November - April, pickleball is held at the Roblin Elementary School and from May - October, it is held at the Roblin Curling Rink.  No registration necessary.  No cost.  Equipment is provided or bring your own.  Bring clean indoor shoes.  A great game for all ages and abilities. Everyone welcome!

 

Indoor Community Walking

Runs from October - April at the Roblin Community Centre on Tuesdays and Thursdays from 12:00 - 2:00 pm.  Bring your walking indoors and out of the cold.  Please bring clean indoor shoes.  Everyone welcome! No cost.

 

Co-Ed Rec Volleyball

For adults looking to play volleyball in a non-competitive environment.  Runs Wednesday evenings from 7:00 - 9:00 pm at Goose Lake High School.  This program typically begins in September and ends in May. No cost.

 

Drop-In Curling

Held at the Roblin Curling Rink on Friday evenings from 7:00 - 9:00 pm.  This program typically begins in November and runs until March.  Some equipment provided.  No cost.  Everyone welcome!  Try the sport of curling in a fun, family-friendly environment.

 

Public Skating and Sticks & Pucks

The Skating Rink is available for public use when schedule allows.  Follow on Facebook or contact the Recreation Department for up-to-date information on public skating times open to all!  Drop in box available for donations.

 

Co-Ed Slo Pitch League

Runs from late May through to August, Slo Pitch is held on Wednesday evenings at Currey Park.  Register a team or contact the Recreation Department if you are looking for a team to play on.  There is a cost associated per team.

 

Hunter Safety/PAL Courses

This course is typically held once in the Fall and once in the Spring.  Contact the Recreation Department for course dates, fees, and to register for upcoming courses.
